Cláudia Freixinho Serrano took part in the 12th edition of the C‑DAYS conference, organised by the National Cybersecurity Centre (CNCS), dedicated to a structural shift in the approach to cybersecurity in Portugal in the context of the new Cybersecurity Legal Framework (Decree‑Law no. 125/2025 of 4 December).

Led by the CNCS, C‑DAYS is a flagship national event in the field of cybersecurity, designed as a space for reflection, clarification and the sharing of best practices. In 2026, the conference focused on the new Cybersecurity Legal Framework and how it will translate across the different themes related to resilience, prevention and trust in the digital environment.

Over three days, the programme was structured around Governance Talks, Legal Talks, Tech Talks and Awareness Talks, covering topics ranging from “Legal framework 2.0: what changes?” and the challenges of implementing the new regime in practice, through supervision and cooperation between authorities, to the role of disinformation in hybrid threats. The agenda also addressed the specific risks of artificial intelligence, the impact on critical infrastructures, the response to large‑scale incidents and the interaction with instruments such as NIS2.

The conference further included a set of workshops aligned with C‑DAYS’ core themes, aimed at practical knowledge sharing, and the Startup Village, which showcased the national cybersecurity innovation ecosystem by bringing together startups, investors, companies and experts.

Cláudia Freixinho Serrano’s participation comes at a moment of redefinition of the legal framework for cybersecurity in Portugal, providing close insight into the debates that will shape how the new regime is applied within organisations and how governance and risk‑management practices evolve in the digital environment.
